Lobbyists are currently targeting the Early Childhood Development-ECD policy in the country as the government takes a keen interest in the critical but neglected level of education.
According to statistics, at least 80 per cent of children aged 3-5 in Uganda do not have access to Early Childhood Care and Education (ECCE) despite the fact that these early years are fundamental in establishing the building blocks for healthy development and enabling children to realize their full potential.
Both the Education Act (2008) and the Government White Paper on Education (1992), have entrusted the delivery of pre-primary education to the private sector and charged the government with the mandate of regulating and developing standards.
However, now, the State Minister in charge of Primary Education Dr Joyce Kaducu says that various individuals and groups are constantly approaching the ministry and its officials to convince them about the best approach for pre-primary learning.
